Summary Objective
The purpose of this position is to supervise professional (MLS) and paraprofessional staff in Library Reference Services. This work involves planning, scheduling and monitoring work in staff's assigned areas, including adult programming, outreach to the community, collection development, scheduling and monitoring study rooms, electronic and digital services, staffing the Information service desks and local history.
This job works under general supervision, independently developing work methods and sequences.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Makes personnel, materials and equipment recommendations for the annual budget, maintains supply inventory and initiates all expenditures for the Reference department.
Assists in formulating policies and procedures for the department and articulates them to staff in clear written and verbal form.
Produces and analyzes recurring reports for informed decision-making related to programs, collection development, digital resources usage, and other department functions.
Assists in maintaining public order and discipline with excellent customer service skills.
Designs all forms used by the department.
Leads staff and provides guidance for the creation, scheduling and delivery of innovative public programs and outreach services for adults.
Coordinates staff participation in efforts to create and plan system-wide programs for adults offered by all three MPL locations (Main Library, Palm View and Lark branch libraries).
Develops community partnerships for offering innovative public programs and outreach services.
Promotes programs and services, including social media, print publications and public tours.
Participates in collection development, including the selection of books media, digital resources and periodicals; makes recommendations for policies and procedures.
Researches, evaluates and recommends new digital resources
Manages the physical and digitized Local History and Map collections.
Researches and coordinates the implementation of new technologies for advancing reference and adult services.
Researches new information needs and develops creative responses using innovative resources and delivery service methods.
Provides reference services to the public in person, by telephone, virtually and through other on-demand methods.
Attends, and encourages staff to participate in, staff development opportunities to update professional skills, and keeps abreast of new techniques, technologies and developments in library science.
Leads and participates on committees as assigned at the library, city, state and national level.
Performs delegated duties to include assisting and representing the department as assigned.
Responds to public inquiries and other concerns in a professional and tactful manner using good judgment.
Demonstrates an ongoing commitment to adult services and excellent customer service.
Performs related work as assigned.
Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
This position requires an accredited Master’s Degree in Library Science or related discipline.
This position requires four (4) years as a librarian or related experience or an equivalent combination of education, training and experience.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

This position requires a valid Texas Class “C” Driver’s License.
