Job Responsibilities
Trace Systems is seeking an experienced Project Manager to lead execution of the U.S. Military Training Mission (USMTM) in Riyadh, Kingdom of Saudi Arabia. The Project Manager serves as the senior on-site contractor representative responsible for overall contract execution, operational performance, customer satisfaction, staffing, quality assurance, financial oversight, and delivery of enterprise information technology services supporting USMTM and Mission Partner organizations. This position provides leadership to a multidisciplinary workforce responsible for Service Desk operations, desktop support, network infrastructure, systems administration, voice, video teleconferencing, cybersecurity, SharePoint administration, and communications infrastructure supporting both classified and unclassified environments.
- The PM will be responsible for successful management of all contract activities and will interface with Government management personnel, Contract managers, and all subcontracting team members.
- Serve as the primary contractor interface with the Contracting Officer, Contracting Officer Representative (COR), USMTM J6 leadership, and other Government stakeholders.
- Provide overall leadership, management, administration, and operational oversight for all contract personnel supporting USMTM CITS.
- Lead multidisciplinary technical teams supporting Service Desk, Desktop Support, Network Operations, Systems Administration, Voice Services, Video Teleconferencing, SharePoint Administration, Cybersecurity, and communications infrastructure.
- Develop, implement, and maintain program management processes that support efficient contract execution and consistent service delivery.
- Monitor contract performance using key performance indicators and develop corrective actions when trends indicate performance improvement is required.
- Lead staffing activities, including recruiting, onboarding, workforce planning, retention initiatives, succession planning, and replacement of personnel when required.
- Manage employee performance, mentoring, professional development, disciplinary actions, and recognition programs in coordination with corporate leadership.
- Develop and maintain program schedules, staffing plans, transition plans, continuity plans, risk registers, and management documentation.
- Manage ad hoc and mandated IT projects involving enterprise upgrades, audit remediation, cybersecurity compliance, LAN and infrastructure expansion, and compound integration activities.
- Review project plans, milestone schedules, resource requirements, authorized service interruption requirements, and technical or performance risks.
- Monitor project cost, schedule, technical performance, staffing, and resource utilization while developing mitigation strategies for identified risks.
- Ensure compliance with applicable DoD, Department of the Air Force, CENTCOM, USARCENT, NETCOM, DISA, USMTM, and host-nation policies and procedures.
- Review monthly reports, service metrics, incident trends, outage documentation, customer feedback, and operational performance data.
- Conduct Program Management Reviews and provide clear status, risk, staffing, performance, and corrective-action updates to Government leadership.
- Oversee personnel and contract transition activities to preserve continuity of operations and uninterrupted mission support.
- Support audits, inspections, cybersecurity assessments, property reviews, and Government program evaluations.
Minimum Qualifications
- Active, in-scope US Government issued Secret clearance.
- Due to the nature of the work and contract requirements: US Citizenship is required.
- At least 3 (three) years of experience managing enterprise IT operations and multidisciplinary technical teams.
- Demonstrated experience managing cost, staffing, resources, schedules, performance, quality, and risk on Government contracts.
- Experience leading technical organizations responsible for networks, servers, desktop support, cybersecurity, telecommunications, collaboration services, and enterprise operations.
- Experience interacting directly with senior military, Government civilian, contracting, and technical leadership.
- Knowledge of DoD systems, military protocols, Government performance reporting, and customer relationship management.
- Strong leadership, written communication, verbal communication, presentation, organizational, and decision-making skills.
Desired Qualification
- Project Management Professional (PMP) certification.
- Experience supporting USCENTCOM, USARCENT, NETCOM, DISA, U.S. Air Force, or security cooperation organizations.
- Military service or prior experience supporting DoD communications and information systems programs.
Education
- Bachelor's degree in Information Technology, Computer Science, Engineering, Business Management, or a related discipline. Experience may substitute for degree requirement.
