Summary

This project and construction management position is responsible for arranging, coordinating and 
overseeing the internal and external specialist resources required to support the planning, design and 
construction of large-scale civil capital works projects pertaining to Regional Parks (trails and natural 
areas) Transportation (bridges and crossings), Watershed Protection (bridges and dams), liquid waste, 
water, environment, air quality, energy conservation, public facility and infrastructure construction an d 
contract management with the overlying purpose of protecting public health and the environment. 

Key Duties & Responsibilities

• Acts as the project manager on assigned projects following all policies, procedures and standards 
  of the CRD to ensure projects are completed on schedule and within budget.
• Provides professional certification of work within field of expertise, including signing and sealing 
  related design drawings and as-constructed drawings.
• Provides professional and technical expertise, guidance and direction to technicians and staff 
  including acting as project lead as assigned.
• Oversees the planning, design and construction of approved capital works projects focusing on 
  Regional Parks (trails and natural areas) Transportation (bridges and crossings), Watershed 
  Protection (bridges and dams), liquid waste, water, environment, air quality, , energy 
  conservation, public facility and infrastructure.
• Develops, implements and oversees project–related scopes of work, schedules and budgets. 
• Develops criteria for and manages contracts with consultants, contractors, survey crews and other 
  external specialists, including monitoring performance to ensure construction standards are met, 
  and preparing status reports.
• Performs evaluations on facilities including detailed analysis and problem solving as well as 
  prepares recommendations and planning estimates, including cost estimates and design 
  proposals.
• Develops and executes engineering feasibility studies including cost analysis and technical 
  reports.
• Prepares and presents reports and recommendations to CRD staff, Committees, Councils, Advisory 
  Groups and community associations.
• Establishes and maintains effective communications between internal and external stakeholders 
  to foster successful completion of projects and plans.
• Acts as a primary contact and liaison with consultants and external stakeholders.
• Follows all policies, procedures and standards of the CRD.
• Performs other related duties as required. 

Additional Information 

• Knowledge of SCADA and Corporate information systems an asset.
• Position requires attending construction inspections with exposure to all weather conditions. 

Key Skills & Abilities 

• Demonstrated experience in project and construction management, preparing work plans, 
  contract documents and possessing good negotiation and conflict resolution skills.
• Knowledge of project management principles and best practices.
• Operational knowledge of Worksafe BC regulations regarding worker/contractor safety and 
  Employer’s responsibilities.
• Excellent communications (verbal and written), interpersonal, and customer service skills are 
  required.
• Working knowledge and experience in the application and interpretation of federal, provincial 
  and municipal legislation, regulations and guidelines Knowledge and ability to use various 
  computer word processing, spreadsheet and project scheduling programs and databases.
• Demonstrated understanding of design and construction of public works facilities (paths, bridges, 
  water, sewer, roads, utilities, building structural, mechanical and electrical systems, etc.) through 
  each phase from conceptual design to completion. 
• Demonstrated experience with preliminary and detailed design functions and carry out feasibility 
  studies including cost estimates.
• Willing to be part of a high performance 
  environment with the ability to work effectively 
  efficiently and independently under stressful conditions often involving multiple deadlines and 
  conflicting agendas.
• Well-developed leadership, relationship
  building and decision making skills.
• Ability to prepare detailed and comprehensive technical reports, specifications, terms of 
  reference, requests for proposals, contracts and specifications. 

Qualifications 

• Degree in a related discipline
• A minimum of 10 years' progressively responsible experience 

Certifications 

• Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia 
  (EGBC) or eligibility for designation.
• Valid BC Driver's License
