Description
This job description is established by the Eastern Rio Blanco Metropolitan Recreation & Park District (District) to outline the basic requirements, duties and general responsibilities of the position of Recreation Supervisor. This position is “at will”, which means the District may terminate the employment relationship at any time and for any or no reason, subject only to the requirements of Federal and State law. Similarly, the employee may terminate the employment relationship without notice at any time for any or no reason.
Position Summary:
The Recreation Supervisor's primary duty is the supervision of staff, oversight of programs, and administrative duties directly related to the management and general business operations of the District. The Recreation Supervisor customarily and regularly directs the work of two or more other employees in the effective and efficient development of recreation programs offered by the District. The Recreation Supervisor assists the Aquatics Supervisor with occasional lifeguard coverage and support. The Recreation Supervisor regularly makes suggestions/recommendations regarding the hiring, firing, advancement, promotion, and other change of status of employees under his/her supervision, which are given particular weight by the Recreation Manager.
Primary Duties and Responsibilities:
The following duties are an overview of the primary duties and responsibilities of the Recreation Supervisor and do not constitute an all-inclusive list.
1. Consistently promote a positive and professional image of the District at all times;
2. Exercise discretion and independent judgment with respect to matters of significance, including but not limited to:
(a) Oversight of developing, planning, organizing, implementing and evaluating the Recreation program portfolio; attend pre- and post-event meetings, Operation Plans and Event Timelines review; recruiting, supervising, and evaluating recreation program volunteers and independent contractors in accordance with District policies and procedures;
(b) Supervise Recreation Division staff; determines work assignments and create weekly
schedule, approve/deny requested time off; create agenda and implement
monthly Rec Group meetings; onboarding/training with new staff, support staff
professional development; work product oversight, meets one on one weekly with full-time
staff; daily direct observation of recreation programming, correct work deficiencies and
provide feedback; evaluate overall performance and compose mid and annual Performance
Evaluations, issue performance counselings and corrective actions with approval of
Recreation Manager, and make recommendations regarding the hiring, termination,
advancement, promotion, and other change of status of supervised employees;
(c) Routinely review, and when applicable, develop recommendations for various Recreation
Department Manuals/Processes; Recreation Program Plan, Customer Service Guidelines,
Recreation Department Policies and Procedures Manual, Volunteer Handbook and
Sponsorship Packet;
(d) Coordinate with other supervisory staff to ensure smooth day-to-day operations of the
Meeker Recreation Center and community programming; participate in
Manager/Supervisor meetings, assist in achieving and supporting both District and
Department goals; collaborate with PFM Supervisor regarding program needs;
(e) Collaborate with Aquatics Supervisor to ensure proper coverage of the Natatorium,
occasionally shallow-water lifeguarding to maintain District operations in a safe manner;
(f) Utilize analytical and problem-solving skills, including the ability to collect, integrate,
analyze, and use data to make informed decisions, and collect information to compare and
evaluate possible actions or courses of conduct based on such analysis; demonstrate positive
internal and external customer service and acts as a primary contact to address technical or
complex customer service situations or inquiries;
(e) Assist the Recreation Manager in oversight of Cost Recovery; perform or direct work to
ensure successful development of the District’s on-line registration process; perform
detailed back-end checks of program entries using the District’s registration application;
research recreation industry standards to propose changes in program fees or programs not
meeting cost recovery goal ranges;
(f) Complete administrative duties to ensure the efficacy and efficiency of daily operations;
submit work order and IT support requests, review Incident/Accident reports (staff and
patrons), create monthly Recreation Analysis Report using the District’s finance and
registration application’s data, submit end of shift reports daily; and participate on the
Safety & Security team;
3. Assists the Recreation Manager with preparation and implementation of the District’s budget; oversee day-to-day Recreation Division responsibilities including; submit RFP’s to Recreation Manager, direct inventory tracking, approval of program expenditures and budget tracking of program revenues and expenses; fee analysis and revenue generating efforts;
4. Demonstrate effective communication skills and analytical and problem-solving skills; provide appropriate feedback and recommendations to, management, other supervisors, staff, other agencies and the public regarding District strategic planning initiatives and the general operations of recreation and community programming;
5. Demonstrate comprehensive knowledge of, and compliance with, the District’s rules, policies, and procedures, as contained in the District’s handbooks and manuals, and consistently and appropriately enforces them;
6. Adhere to non-exempt status expectations; work scheduled hours per week; observe programs/events in a supervisory capacity, which includes evening/weekends, perform front-line work or other duties and/or tasks, and work “on-call” in the absence of the Recreation Manager, when needed, per the Employee Handbook policies and;
7. Perform other duties as assigned by the Recreation Manager or Executive Director.
Mandatory Qualifications and Requirements:
Must be at least 18 years of age;
Possess at the time of hire/promotion or obtain within 3 months and maintain Shallow Water Lifeguard certification and AED/CPR/First Aid certifications (training provided by ERBM staff);
Ability to work flexible hours, including early mornings, evenings, split shifts and weekends;
Possess skills in the use of computer applications and programs;
Possess and maintain, or for new residents of the State, obtain within 30 days of becoming a resident of Colorado and maintain, a valid Colorado Driver’s License with good driving record;
Possess a high school diploma or GED;
Two (2) or more years of experience in the specific department field. Other related experience that has provided the knowledge, skills and abilities necessary to perform satisfactorily the duties of the position may be considered;
Two (2) or more years supervisory or equivalent experience. Other related experience that has provided the knowledge, skills and abilities necessary to perform satisfactorily the duties of the position may be considered;
Possess strong time management skill, ability to multi-task, and ability to prioritize multiple tasks accurately;
Ability to communicate clearly and concisely, both verbally and in writing;
Ability to read, write, speak, and understand the English language at a level adequate to perform the job.
Desired Qualifications and Requirements
Ability to write, read, speak and understands the Spanish language;
Recreation field certification (CYSA, CPRP, etc.)
Event planning and;
Experience dealing with various populations (youth, active adults).
Working Environment/ Physical Requirements
This position requires work in a variety of locations and conditions, including outdoor recreational areas and facilities, gymnasiums, pools and typical office environments.
1. A portion of this position will involve sedentary work in an office environment; however, the Recreation Supervisor will supervise and instruct indoor and outdoor recreational programs and related functions and events in various locations, and under varying conditions such as humidity, potentially extreme weather temperatures, and noise;
This position requires presence on the District’s premises during normal business hours, except as necessary to meet the needs of off-site programs and events;
Must possess the ability to lift items up to thirty (30) pounds frequently and in excess of fifty (50) pounds occasionally;
4. Moderate physical activity will be required frequently;
This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception and color vision;
This position requires standing, running, walking, sitting, kneeling, stooping/bending, lifting, squatting, pushing, pulling, crawling, jumping, sliding, climbing, pinching, gripping, reaching over head, reaching away from the body, and repetitive motion;
This position will involve periods of high physical, mental and/or emotional stress.
