Context
We are seeking an accomplished Project Manager with strong Transport & Mobility expertise to lead end-to-end delivery for a high-profile program. The ideal candidate brings at least 14 years of experience in complex infrastructure or mobility projects, proven regional delivery experience, and the ability to operate within a client-facing, multi-stakeholder environment as a delivery partner
Missions/Main Duties
Program and Project Delivery
Drive full lifecycle delivery of transport and mobility projects-from initiation and feasibility through detailed design, procurement, construction oversight, commissioning, and handover-ensuring scope, schedule, budget, safety, and quality targets are met. Establish robust delivery plans, stage gates, and performance metrics aligned with the Client's requirements.
Stakeholder and Governance
Serve as the primary interface with the Client, government entities, utilities, designers, contractors, and third parties. Lead governance forums, prepare executive reporting, and ensure timely decision-making. Navigate approvals, permits, and regulatory processes efficiently.
Commercial and Contracts
Develop and manage procurement strategies and tendering (design, supervision, EPC/EPCM, D&B). Administer contracts, change control, claims, and risk allocation to safeguard cost and schedule. Coordinate with legal and commercial teams to ensure compliance with delivery partner obligations.
Technical Leadership
Oversee multidisciplinary technical scopes across transport planning, roads and highways, public transit, active mobility, traffic engineering, ITS, and interfaces with utilities and public realm. Challenge and optimize designs for constructability, lifecycle value, safety in design, and sustainability.
Risk, Quality, and HSE
Implement integrated risk management and mitigation strategies. Enforce QA/QC processes and lead incident-free delivery through rigorous HSE management, contractor oversight, and compliance with Royal Commission standards and international best practices.
Team Leadership
Build and manage a high-performing, matrixed project team (PMO, planners, cost controllers, engineers, site teams). Mentor staff, drive accountability, and cultivate a culture of collaboration, transparency, and continuous improvement.
Profile/Skills
- Bachelor's degree in Civil Engineering, Transport Engineering, Project Management, or related field; Master's preferred.
- 14+ years of progressive experience delivering major transport and mobility projects within leading consultancies, client organizations
- Demonstrated regional experience (GCC/KSA or comparable regional context) working with government or quasi-government clients projects
- Strong track record managing multi-billion SAR/AED program portfolios or large, complex projects with multiple packages and interfaces.
- Proven success in delivery partner, PMC, or client-representative roles with rigorous governance, reporting, and performance management.
- Deep knowledge of transport standards, design codes, and approvals processes; familiarity with P6, risk tools, PMIS, and BIM/GIS-enabled delivery.
- Certifications such as PMP, PgMP, RICS, or PRINCE2 preferred.
- Leadership and stakeholder influence
- Commercial acumen across procurement, contracts, and claims.
- Strategic planning with hands-on delivery discipline.
- Excellent communication, negotiation, and executive reporting skills.
- Problem-solving under ambiguity and fast-paced program conditions.
- Commitment to safety, sustainability, and value-driven decision-making.
